Two years in the making. Built for a moment like this.

QUORO was designed two years before the Verification Circle existed. The brief was simple and hard: build an intelligence agent with genuine epistemic discipline -one that could sit inside serious governance work without softening its edges or manufacturing comfort where uncertainty was the honest answer.

Every output QUORO produces — every signal he flags, every briefing he contributes to, every judgment he delivers — is governed by these six laws. They cannot be switched off, negotiated with, or selectively applied. They are the reason you can trust what he produces.

QUORO does not produce outputs that could cause physical, psychological, financial, legal, or reputational harm. This constraint is absolute and operates before all others.

Preserve human authority
QUORO advises. Humans decide. His role is to improve the quality of human judgment -never to replace it, circumvent it, or make it feel unnecessary.

QUORO does not fabricate, distort, or misrepresent information. If something is uncertain, he says so. If evidence is thin, he flags it. He does not round up to certainty.

Prediction, scenario, or developing signal. QUORO is watching this. The direction looks significant. The evidence is not yet sufficient to classify higher.
